The Mauritian leadership described the Cyber Tower as a jewel of Mauritian economy which would serve as the vital engine in making ICT the fifth pillar of the economy. The Cyber Tower was inaugurated by the Hon’ble Prime Minister of India, Dr. The Cyber Tower was completed by the Indian companies in record time of 18 months. Preparations for construction of the Cyber City at Ebene commenced in September 2002 following the award of tender to the conglomeration of two Indian companies M/s Larsen & Toubro and Shapoorji Pallonji. Software Technology Parks of India (STPI) was appointed as a consultant. A senior officer from India was deputed to Mauritius to assist the Government of Mauritius and who acted as the ICT Advisor to Mauritian PM and CEO of BPML. The Government of Mauritius set up an apex para-statal body, Business Parks of Mauritius Limited (BPML) for coordinating the development of ICT sector in Mauritius. The Credit Agreement was signed on in New Delhi. Government of India announced a US Dollar 100 million Credit Line to Mauritius to assist in the setting up of a Cyber Tower and to promote IT education. During the visit of then Prime Minister of Mauritius, Sir Anerood Jugnauth to India in January 2001, the strategic partnership took a concrete shape with India agreeing to a request of the Mauritian side to assist in setting up of ICT infrastructure in Mauritius. The foundation of a strategic partnership between India and Mauritius in the field of Information and Communication Technology was laid during the visit of the then Prime Minister Shri Atal Bihari Vajpayee to Mauritius in March 2000 with the signing of an Agreement for Cooperation in Information Technology.
